Default Cat 1 FSW- can you do it from Canada?

I know this is probably really obvious, but hopefully someone can answer my query.

A couple of my friends are looking at applying for Cat 1 FSW, he is a physio so should be fine. If they send their forms to Sydney and receive confirmation to apply to London, would there be any problem if they then moved to Canada as visitors and waited out the rest of the process from there?

I know they could not work, but would it cause any problems with eg. communication or police checks/medicals?

Has anyone in fact done this and can offer some pitfalls to avoid/advice etc?

One is a communication lag, and if there is an interview it will be in London.

Good point about the interview, I hadn't thought of that. Are they quite common?

Would they have to have medicals in UK?

You can have the medicals at any DMP in the world, but if it is "furthered" you have to return to that DMP for further tests. If the information is incomplete or there are doubts, that can only be cleared up by interview or for Quality Control.
