Default Candian application transfer....

I have applied Candian PR from India( I am citizen of India) in 2005.I got my H1B in Oct 2008 and i am here since March 2009.Can I request my indian candian office to transfer file to US?Will my H1B will effect the processing time for candian PR.Is it possible that I withdraw my application from India and apply under (quebec)as its fast...What do you suggest?My employer is planning to file Green Card tooo....Would that be a smart move or not?(Quebec PR).Please advise...

Well, you can ask but the visa office may not agree. You take your chances with respect to speed of processing. It may actually slow it down.
