Default Canadian passport application -- how long?

How long does it normally take for a Canadian passport application
to be processed when it is mailed from the US?

(Just so no one is confused, please note that I am NOT talking about
applying for citizenship. I'm talking about applying for a passport,
since my old Canadian passport expired a while back.)

I mailed the application to the passport office about a month ago.
It was presumably received and processed, because my credit card
statement shows a charge for the fee from the passport office,
dated November 15 (three weeks ago today). As of today's mail, I
had not yet received anything back. Should I be concerned yet?

I would assume, by the way, that since my credit card was charged
for the full amount of the passport fee, everything was OK and I'm
not going to get a letter back from them saying that something was
amiss and I have to apply all over again. (Right?)

Also, how does the passport office usually send new passports back
to applicants in the States? I sent my application by registered
mail (since I had to include my citizenship card along with the
application), and I imagine I'll be a bit peeved if they just send
everything back via the ordinary mail.

I thought if you were outside the country you had to get it renewed at an
embassy. I know some of the Americans i have spoken to in Canada get their
passports renewed at the american embassy in Canada and can't apply for it
from the US office without actually being in the USA, same when i renew my
UK one in Canada.
I presume they must do though or surely they would have sent the application
back and told you to apply for it at a CHC in the USA, so maybe it jsut
takes longer if you are out of the country? Is there a number you can call
at the passport office to ask ?

The Canadian Passport Office's website says
that the turnround time for passport applications
for applications from Canadians in the United States
is 20 working days.

Since 20 working days is about a month, it should be
coming any day now.

According to the website, they send passports to the
United States via overnight courier.

The procecures have changed.

Canadians who reside in the United States now apply
for their passport renewals directly to passport
offices in Canada.

US passport applications for US citizens residing in Canada, used to
be submitted and processed by US consular offices in Canada
(in 1996, I received my passport from the US Embassy in Ottawa).

Now, however, US citizens who reside in Canada and who are
renewing their US passport send their application directly to
the National Passport Center, in Pittsburgh, Pennsylvania.

US citizens in Canada who are applying for their first US
passport, or who are renewing one issued over fifteen years ago,
or who are replacing a lost or stolen passport, still must
apply to a US consulate in Canada.

My uninformed opinion on the reason why Canada and the US
have both started doing this is because they are incorporating
new security features into their passports. It is less expensive
to have Canadians (in the US) and Americans (in Canada)
send their passport applications across the border, than it would
be to have to purchase and distribute passport manufacturing
equipment to service a relatively small number of people.

I would NOT assume anything. I just finally got my passport and they did
not come close to any times suggested on the phone or on their website and I
only got in when I did because I called and demanded my passport. The fact
that they took thier money is irrelevent too. If you wrote an expected
travel date they MAY get you your passport on time, but they wouldn't of for
me had I not called. I would call the passport office at the first
available time and follow up as to how they are coming along with the
processing. I would suggest you be firm and tell them that you have to have
your passport ASAP if they have been processing your passport for more than
the posted processing time. From my experiance and what I have heard from
others the passport office is in as bad of shape as immigration.
