Canada PR Application-Where to file??

Hello, I have been in the US since 1998 for graduate studies and trying to get H1 visa now
but since US immigration is a torture I would like to try Canada which might be a little
easier. I filled out online assesments for Canadian PR app. and I am getting 70pts.
without the personality points. I have no relatives in Canada but I have more than a year
in Application development and a masters degree in Computer Science. I don't have a job
offer from Canada at this time. Also, I do not have $10,000 cash money either. How would
this affect if I apply? I would like to apply but my first question is can I apply in the
US or should I contact the Canada embassy in my country ? I do not know how long I can
stay in the US because if my H1 does not come on time I may have to go back but nothing is
for sure right now. I will appreciate any comments or suggestions. Thank you
