No one wpould have any real experience yet to say whether that is the best
way to go.

go to the local cic office with your passport and confirmation of permanent residence, and tell them you are on an ea and would like an appointment to land in their office rather than go to the border... chances are they will tell you this is not possible (the training they went through on the new regulations blew past this subsection)... tell them that the new regulations provide for such people to complete landing in the office, as per section 74(a) and (b)... take a printout of the section from canada gazette and highlight it, and show it to them... more specifically, ask to speak to an offier, and not the guys who sit at the windows...

there are certain conditions that need to be satisfied in order for you to be able to land in the local office..

1. you should be on a valid ea when you get your pr visa...
2. you should have been on a valid ea for one year before the date of your application (for example if you came to canada on an ea on january 1st 1999, you should have applied for the pr no earlier than january 2nd 2000)...
3. you should have an ea that is valid for another year byond the date of your visa being issued (if your pr was issued on july 1st 2002, your ea that you are on should be valid till atleast july 2nd 2003)...
4. you should be employed on a permanent full time basis, and should be able to demonstrate such permanent full time employment...
5. all other requirements, such as proof of funds etc stay the same...

if you are able to emonstrate all this, you will be given an appointment, where an immigration official will complete the landing formalities with you... otherwise, you have to go to the border...
