Can SIN Card be applied while PR not recieved

hi,
i'm moving to toronto this month but i'm bit confused regarding applying
SIN Card.
since my PR Card will be mailed after i submit my valid address at the port
of entry which could take 4 weeks i believe that's what i got lots of info.
from all the friends from this forum.
1) Do i need to wait for my PR Card to apply for SIN Card or can i simply
apply for it.
2) Is it same thing for applying for Medical insurance from the health
ministries as well.
would be really great to hear.

1. No. In my own experience early this year, I just showed the COPR landing
paper to HRDC staff, which was sufficient for them to process. It took
around a month to receive the SIN card.
2. No. Again, I only sent the copy of my COPR landing paper to get enrolled
in my Medical Service Plan.
Those were all happened in British Columbia as where I landed and stayed.

Depends on which part of Ontario you are moving to, from what have seen and read, HRDC requires your PR card to give you the full SIN card, if you go there with only your AIP letter, you will be issued a temp one with the #9 in front of it, so you are better off waiting for your PR card.
To get your OHIP card, all you need is a letter from CIC confirming you passed your medical, along with you landing certificate, and you are good to go. There is a 3 month waiting list though, am sure you already know that !

You can apply for SIN without any problems - just show your passport

As for the health plan - you can apply now but you'll be covered by
OHIP after three months since landing. Thus they recommend to insure
yourself for these three months in a private company.

Again - no 'medicals' or 'confirming letter' is required. Same as SIN,
you need two documents where one proves your status as a PR. Plus,
it's not a waiting list, only you are eligible for medical coverage
after three months since landing.
