Default Can a PR sponsor the parents

Dear Experts,

Few days back i had the concept that only a Citizen of Canada can
sponsor his/her parents. But i just came to know that also a Permanent
Resident can sponsor his/her parents and siblings. If this is correct
than what are the conditions for sponsoring my parents and siblings?

Somebody here can tell me how much time it would take to sponsor any
of these?

Yes you can sponsor your parents and siblings see: www.cic.gc.ca which
should answer most of your questions. Not knowing where your parents
reside, no one can guess how long the application will take.
