If you are living in Alberta and meet all the requirements of the PNP program, and if your nephew does too, you can sponsor him for PR, but he would have to settle in Alberta, not Quebec. The whole point of the program is to get people to Alberta and reunite families.

Also, be aware that the process takes around 4 years.
