Default Can I land in Montreal

I just got my landing visa and I plan to complete my landing process
on June 19th, 2003. Which POE I may use knowing that my application
was specified for Ontario, can I land in Montreal? Are there any
consequences?

No, you cannot land in Quebec without CSQ - unless you will continue your
travel to the location outside Quebec immediately after landing and will be
able to prove it (connecting plane, bus, train ticket will do).

You can't land to Montreal unless you have a CSQ. (Certification de Selection du Quebec) Not to complicate your situation, you should land to ontario first and then after move to Montreal. From what I know, they won't let you land in Montreal directly w/o CSQ.

If someone said u can land in Montreal..Will u blindly believe that person??

Q. Okay here is my question. If someone were to apply for residency for Ontario, can this person change his destination to another province after he gets his landing papers? Does he have to land in Ontario and then stay there for a while and then move to another province?

R. If a change of intended destination prior to landing is to the province of Quebec, that may be a material change to your application which is sufficient to necessitate a revision of the application by the visa office. A change in intended destination within the other provinces would not likely necessitate such.

Comment: Although similar questions have recently appeared in this Newsletter, recent policies have made this issue more pertinent. This issue is discussed further in the Appendices below.

The province of Quebec is presently entitled to full control over selection of applicants for immigration to Canada with an intended destination within that province. Once issued by Federal authorities, however, landing documents
have generally allowed applicants to land as permanent residents of Canada at any port of entry. A basic tenet of the Charter of Rights and Freedoms entails the free movement of Canadians within Canada's boundaries.

In mid 1996, reports emerged of cases where applicants landing in Quebec, who were not issued a CSQ (the demonstration of selection by the province), were encoutering difficulties in the landing process. More recently it appears that policy directives have been issued by which ports of entry have been advised that applicants without CSQs who seek to land in Quebec must be assessed under Quebec's Selection Criteria, prior to being eligible to conclude the process of becoming a permanent resident.

Those who do appear at a Port of Entry within Quebec without a CSQ are requested to attend a selection interview inside Quebec, which can generally be scheduled within 3 weeks. At such time, in the event that the applicant is deemed to be qualified, the additional fees required for a Quebec application are payable. In the event that the applicant is not qualified under these selection criteria, no fee is paid, and the applicant is advised to seek landing in the province which would have previously been indicated in the application for permanent residence.

specified in the application form?

No it doesn't mean that... You have a right to live anywhere you want in Canada as a PR or as a citizen..... This is the law... But first landing is another issue... But after you land, go whereever you want....
