Default Can Goods to Follow be in Cdn Spouse name?

Has anyone had the situation where a Cdn Spouse has landed (maybe with Cdn kids) and the UK Spouse enters as a visitor whilst waiting for a visa?

In this situation, assuming goods are already shipping, can a 'goods to follow' and 'goods accompanying' lists be in the Cdn person's name? How does this work in practice?

Also, what happens when you turn up at customs? Do you go through seperately or together as a family and just explain that UK person is:

a) visiting
b) coming in under Dual Intent

If (b) can you only enter under Dual Intent if you have got Step 1 of a Spousal Visa complete (i.e. Sponsor has been accepted and you are waiting for Step 2 - Person Being Sponsored Being accepted).
