Can this be considered as arranged employment? Plz help Andrew Miller
Received a letter of offer to work as a researcher in the cancer field at an academic institution.
Research positions in academic institutions do not require labor market opinion LMO.
Currently have a PR application at Buffalo which is under processing. Completed the medicals and I guess the app now is in the final stages (may be background check). Sent the offer letter to Buffalo with my hope this will expedite the final approval.
Any input?

No, it won't play.
In order to claim arranged employment you need either (1) job offer to hire you permanently on indeterminate basis after you become a PR supported by positive Arranged Employment Opinion from HRSDC, or (2) be already working in Canada on valid work permit and have the offer to have current temporary employment converted to permanent position on indeterminate basis after you become a PR.
Unfortunately all academic research jobs are grants based and time defined/limited - as such they won't meet the requirement of permanent employment on indeterminate basis.

In any case, an Arranged Employment Opinion (AEO) only accelerates an application for permanent residence. It sounds like you are in the final stages. The fact that medical requests have been issued suggests that you do not need the additional points from an AEO. So, in your situation, not having an AEO is not especially menaingful. Hopefully, when the authorities see you have an employer waiting for you, they will not wait too long after the medical results are received before requesting your passport.

No, it means permanent employment for unlimited period of time. Unlike temporary employment that is time determined, set for certain period of time.

Hello Mr Miller,
I know if one could manage to get an Arrangemt Employment, this will fast-track his PR application at all Canadian vise offices (Except Bufflo). Given that I'm currently in Canada on a study permit, so to my knowledge, the only canadian visa office I'm entitled to apply for is Bufflo (where there is no fast-tracking!) Does it mean I wont be able to fast-track my PR application?
I also know that one can apply at the canadian office in his home country, but unfortunately the processing time there 40 - 47 months compared to just 16 - 25 months (in Bufflo) .. This makes me under the impression that applying at Bufflo where there is no fast-tracking, would probably be faster than applying at the canadian visa in my home country (even if they fast track my PR application) .. Please let me know if I am wrong ?
I just want to know where is the best canadian visa office I should apply to minimize the processing time: the one in Bufflo or the one in my home conutry? Also I want to know if I am entitled to apply elsewhere by any chance?

So I dont know what your country of nationality is but for an application with Arranged Employment it should not take anything like 16 months. So that may be the quickest route.

Yeah, I have been residing in Canada for more than a year, making me entitled to apply to Buffalo. I'm also entitled to apply to Cairo (the visa office that serves my country of nationality)
Given the following two facts, I'm under the impression that applying at Buffalo (where there is no fast-track route for Arranged Employment) would be even faster than applying at Cairo .. Please correct me if I am wrong...

Yes, the processing times are so long that unless you have arranged employment I wouldnt bother sending in an application to Cairo at all. But you do have arranged employment so you should get prioritised above all others that dont. And you should also be able to get a work permit to keep you going until your PR application is processed without needing the usual LMO because you have the Arranged Employment confirmation from HRSDC instead.
I am a little confused about Buffalo not handling fast-tracked applications though - where did you read that?
