Hi,

Should a person (Canadian National) sponsor his brother for Immigration?

Except in very limited circumstances it is not possible to sponsor a sibling.

I am only aware of one province, Alberta, where this is possible, under their family stream pnp (but I haven't searched them all, as I am heading for BC where I know they don't have this).
Googled & found a link for you.

Eligible family members under the AINP Family stream include a Parent, Child, Brother, Sister, Aunt, Uncle, Niece or Nephew.

Not sure if this is what Jim was meaning or if there are other unusual cases elsewhere.

Actually 3 provinces have family stream PNPs, Alberta, Saskatchewan and Manitoba. If the brother is an orphan under 18 or the OP is single and no children and his parents and grandparents are deceased, and doesn't have any siblings, aunts uncles, nieces, nephews in Canada, he could also sponsor.
