The global mail states that "This effectively means that 2,600 Canadian residency applications already on the Immigration Department's books will be automatically approved"

Can anyone explain why this is?

That statement is untrue. The applicant spouse will simply be allowed to remain in Canada during the processing of the application, rather than required to return to their home country for that period. The process will be quite long compared to the "legal status" applications.
