Can africans migrate???

Hi all!
I'm west african and would like to start the immigration process if possible. How do I go
about it and where do I submit the application? I s there any special requirement for
africans or special location to submit and eventually undergo interview. Are the fees
thesame for africans as well or higher? How long is the process likely to take? I would
appreciate if somebody could answer my questions? Sorry for my curiosity. Thanks.
