There's a 'CitizenCard' for proof of age/ID but it's not government issued. Most people just apply for a provisional driving licence whether they intend to learn to drive or not. It didn't use to be much of an issue (I was being served in my local pubs from the age of 15 and I looked younger) but there was a widespread crackdown about ten years ago and now the person serving gets fined rather than the establishment so staff are now a lot more wary.
