You can't get a visa from the newspaper! You have to apply either personally via CHC London, www.cic.gc.ca or through a registered, licenced immigration consultant. There is no such thing as a 'skilled workers permit' you would either want a skilled worker permanent residence visa - current processing times 48 months, or a work permit which is obtainable by first securing a job, then applying to HR Canada then applying to CHC London for a work permit.

Job offer is worthless if not accompanied by positive Labour Market Opinion from HRSDC. And it is employer who must apply for LMO, not you. Once you get job offer and positive LMO from employer then you (not employer) apply for work permit through CHC London.

LMO in Vancouver - 3 to 13 weeks, depending from workload at a time. Note that employer before applying for LMO must first advertise job nationwide for at least 3 months (or less if occupation is on the shortage list in BC) and prove that despite extensive search no Canadian candidate was found.

So, do you have a copy of positive LMO? What employer told you about it?

Andrew
Won't permanent residence be a problem for any tradesman who doesn't have formal qualifications?

Australia has pathways for trades people "qualified by experience" but Canada seems not to have.

"Qualifications by experience" can be substantiated by obtaining diploma or trade certificate from proper authority in home country and often such authorities accept on hands training as apprenticeship or training and issue diploma or certificate.

But I don't see in OP's post anything about lack of formal qualifications.

You can also try coming to BC via the PNP route as my husband did who is in the construction industry. Look on CHC website and look for PNP to BC. If you employer is willing to fill in paperwork and go this route it speeds up the whole process.
