1. For Buffalo, is the background check started before IA/medicals or only after they send out IA/receive the medicals?

2. Would it help tp order CAIPS before IA but after 11 months from application date?

1. You are likely confusing background check (verification of personal data and education/experience credentials) with security check. The first may start at any stage of the process and the second one usually is initiated by Buffalo after positive IA.

Background and security checks are not related to IA - both are done when they are done and nothing stops them (short of refusal of application) until they are completed.

so the verification of work experience, education starts at any time durind the process, but the verification of criminal charges, arrests, convictions, participation in terrorism, etc starts after IA?

Yes, security check starts after IA - in case of Buffalo of course as procedures vary in different visa posts.
