B.C PNP
 
Hi,
Just been looking at ways in which to get my 22 year old step-son to Canada, if we ever get there ourselves that is.
He has been working in kitchens since leaving school, but holds no formal qualification.
His job falls within NOC Level D. British Columbia offers to sponsor people on a Provincial Nominee Program for people within his industry.
If my step-son was to come over on an International Experience Canada and found an employer willing to back him, could emigrating be within his grasp?

for the Northeast Development Region of B.C., you may apply in any occupation listed as skill level C or D in the National Occupational Classification (NOC) Matrix

So yes if on the IEC and BC PNP don't change the rules then a pathway to PR status is possible.

I'm assuming his NOC code is 6711?

If so, then yes if he's eligible, the job is eligible and the employer is eligible too.

No, it doesn't. If it's in a NDR then it can be any Skill Level C/D job, if it's elsewhere in BC then it has to be a job on the list of eligible occupations.
