How does Buffalo CIC send assessment letter or queries to US addresses
? Is it by normal USPS mail ? I changed my address recently and
expecting an assessment letter from Buffalo. Though I faxed them
change of address form I am not sure if they have updated their
database. If they mail it to my old address then USPS should forward
it to my new address.

Yes, I think it is normal postal mail.
In my case, the mailing address was that of my lawyer in Canada and I
believe most of the notifications were sent by regular mail.

USPS forwards all mail for a period of one year, I believe.
