Default Applying for a travel doc'5524/ havent got PRC yet

Hi ,
Need some help.My husband is the principle applicant for our permanant visa.
I want to go out to NS in August in time for the kids to start school.I know my husband has to accompany us,but he needs to come back to tie things up
here,house,work etc..

Questions.
Are the permament residence cards issued automaticlly or do we need to apply?
I think they take 4 weeks to be delivered,My husband wants to return back home after just a week to tie things up,and return say a month later.Where do I apply for this form he needs to leave and return back to NS before his card is issued?
How long will it take and at what point can I apply for it?While is Canada or France?or can we take the lead and apply for it before we actually arrive in Canada to save time?

Thanks for any help
Eve

1. The PR Cards are processed as part of the landing ritual.
2. You can courier him his card, if he is visa exempt citizen, then he probably can return to Canada without the PR Card.
3. He can't apply for a facilitation visa prior to becoming a PR. So if he needs a PR resident travel document, he would apply to Paris. http://www.cic.gc.ca/english/informa...card-faq11.asp
