Applying for immigration under work permit ....?

Can one apply for immigration under skilled category while holding a work permit ( software - skilled) within canada?

You can apply, to either Buffalo, if you have been admitted to Canada for 1 year. (If you don't have a US visitor visa think what you will do if you have to attend an interview in the US) or your country of normal residence.

how long does that take once you submit the application. Is it any quicker because i) your in Canada working and ii) Your on the skilled workers programme?

Slightly if through London and you have positive Labour Market Opinion from HRSDC.
For previous processing times see: http://www.cic.gc.ca/english/departm...illed-fed.html but they will probably be longer with the pre-2002 cases now in the stream.

Look at average processing times reported for cases concluded (visas issued) between Oct '04 and Sep '05 here:

Note that for the next few years processing times are expected to be even longer than reported above.

Your (i) and (ii) won't make it any quicker.
