Default Apply in home country or at Buffallo

I am from Asia and working in Canada on work permit valid for next 2 years.
I lived in North America for last 6 years ( In US prior to coming to
Canada). I want to apply for PR. Can I apply at Buffalo or do I have to
apply in my home country

Please advice

You can apply through Buffalo.

You may apply through Buffalo, but keep in mind that you'll need to get US
visa if interview is required and Americans are rather reluctant to issue
visas to those who need to attend immigration interview. If you are from the
country on US visa waiver list or you are sure that you can get US visa at
any time then apply through Buffalo - if not then don't waste your time and
apply through visa post in your home country.

Thanks for the response. I am working in IT field and work permit is HRDC
exempt. So if my employer provides me with an offer letter to permanently
employ me in case of my successful PR, Will I get additional points.

I have seen experts saying HRDC approved job offer is the only way.

Thanks

If you are already working in Canada on HRDC confirmed (including sectoral
confirmations) Work Permit then you are eligible for Arranged Employment
points providing that:

- the work permit is valid for at least 12 months after the date of the
application for a permanent resident visa;

- the employer has made an offer to employ the applicant on an indeterminate
basis if the permanent resident visa is issued.

You didn't say why your work permit is HRDC validation exempt - but if it is
covered by blanket validation for software professionals then as long as
above criteria are met you are eligible for points.
