IF AN APPLICATION IS SUBMITTED ON THE 28TH WHAT WOULD BE ITS FATE WITH OLD

First of all -- STOP SCREAMING !!!! -- depress your Caps Lock key, please.
Why anyone would even want to take a risk submitting application based on old
requirements now? Until new application kits are available you don't even know what
and with what documents to submit. Just wait another week or so.
