Does it perhaps have something to do with an applicant's planned destination? Maybe they sort the applications in that way not to flood certain areas with new immigrants...

No, it doesn't work that way, you destination is immaterial except for Quebec.

NEWS!!!! Hope this gives some of you hope..!
Sent a case-specific e-mail following our Medicals with some extra test results & was told... No need to send results as we have made a decision & your passport will be requested early December!!!!!!!!??????!!!!!
