It will be interesting to see how this new system plays out. The fact that applicants' basic eligibility for sponsorship was not assessed at the Expression of Interest stage warrants that CIC must have received (and selected) applications who actually may not qualify at the detailed assessment stage. Some of them may not even submit full applications knowing that they do not have what it takes to become a sponsor.

Yet allowing such applicants in caused enough damage to the deserving applicants but now its too late. Lets hope CIC does something different next year.

Those are very good points. I wonder, if there is leftover room from this year, whether they will increase it next year, or whether they have already accounted for "attrition" within the 10,000....

I think they'll have allowed for a big chunk being rejected personally. It always used to be only 5,000 a year anyway, until last year when they put it up to 10,000, but perhaps that was far too many considering the backlog of nearly 42,000 applications they're still trying to work through.

They won't know, other than a cursory check as stated to check that there aren't any duplicates etc, they can't know until they start processing a proper application. It's no different to previously though, before it was just a 'first come, first served' but those first 10,000 would still have included a lot that were rejected at a later stage.

But it's the same with all PR programs, each has a quota but there will always be less resulting in PR in the end, for various reasons. I don't think there's any way of making sure exactly 10,000 are processed, same as with all the other visa programs. Remember that the quota is for *applications*, not visas, as long as they process those 10,000 applications (even if that results in a rejection), then they've done what they set out to do.

Whether an application is approved or not, it's still the same amount of time for CIC staff to process it. The only way to ensure 10,000 applications actually result in PR is to hire an awful lot more staff and spend a small fortune on it so that they have more time and resources. But not sure the Canadian tax payers will go for that somehow!

Hi everyone. So apparently CIC did not receive enough "completed applications" therefore they are now inviting applications from those who didn't make it in the first round in order to meet the 10,000 quota. Thats quite nice of them I guess.
