Default Activating Permanent Residency for kids

Once Visas have been issued, I understand that we have 12 months from the date of our medicals to activate our permanent residency in Canada. Is this the case for our 2 children as well (they are 7 and 3)? We were hoping to avoid all having to come over in advance of our actual emigration so we as parents could do some intensive investigation into housing, schools, business premises etc. I rather fear we will have to all land in Canada - can anyone confirm please....

Or...you could land alone and leave your wife at home with the kids......and you do what needs to be done.....then they could land with you next time. Or.....all land and then you go separately to do what you need to do with the other one doing the childcare duties.
