Default About studies(Mr Miller or any other expert)

Is it possible to apply for student visa while pr application beeing processed?
Are there any restrictions for international students in enrolment regulations, such as minimum number of courses or credits per semester? For example, in US, at least 12 credit hours if undergraduate or 9 hours if graduate.
Thanks

You can only apply for study permit if you are enrolled into full time (at least 15 hrs/wk of classes) program.
