About the new proposal
Hello experts,
As I understood it is only proposal of the minister of immigration from 18.09. And because IRPA is approuved by Parlament, is that true that proposal must be approuved again by Parlament.
In other words, can we take it as a final decission, especially the part about pre-2002 applicants, being assessed under the old rule?

There is no decision, it is only a proposal and anything what requires
change in the law passed by Parliament (if no provision for such change
given to executive branch) then it is Parliament that must consider the
proposal. Current transitional provisions are written into Regulations and
it is Regulations that must be amended if proposal is adapted. We need to
wait and see.
