Have a read of the Job Hunting section of the Wiki, it will tell you how important personal contact is and how hunting via websites will rarely lead to anything unless you have specialist skills - but it does also give some websites that would be useful so you can get an idea of what is out there.

if you want to get over now on temp status the IEC is the way to go however you may risk still not being in a position to qualify after your IEC most secure a EE place after IEC with the 600 points from a job offer. or the few points for Canadian experience helps them.
the most obvious place to increase your score would be education as I assume you have none since you joined the police at 18. This will push your move a number of years in the future but may also help secure work in the future

I suppose it depends if policing is the goal or just being in Canada close to family you may give up a good career to come to Canada to be a mall cop for $10-12 per hour for a couple of years until you get PR then it may take an unknown amount of time after to secure an LE job. You are young so this might not be an issue for you as starting a policing career in Canada at 25 would be fine.
you also may get lucky as some forces do seem to recruit internationally from time to time.

The LMIA is more difficult and can take longer. You also need an employer who knows what they are doing with this as well

If and when you get here look into joining the Vancouver Volunteer Corps (VVC) I see a lot of people joining to increase there chances of being accepted for the VPD.

My partner had tried twice to get into the RCMP and did volunteer work with them to increase his chances of selection. He didn't make it through the polygraph the last time round (the last stage).
Unfortunately the RCMP is not an option for yourself as you need to be a Canadian citizen or a Permanent Resident for the last 10 years but you probably already know this if you have been researching

I'm not sure even what use a polygraph actually is. The science they are based on is conflicted at best. Strange that RCMP would require you to pass a test that isn't even admissible in court as evidence.
