2015 Express Entry:'Qualifying job offer' vs.'Qualifying offer of arranged employment
CIC webpage for 'Express Entry' uses 3 phrases interchangeably :
1) under 'Step1)', in 2nd paragraph, uses term 'qualifying offer of arranged employment' . CIC usually means 'permanent and full time' by this phrase.
2) however, right below in paragraph 3 , uses term ' valid job offer'
3)then,at page bottom, in link entitled 'News Release - Gearing up for Express Entry' , uses term 'qualifying job offer from Canadian Employer'
Does anyone have a guess as to weather ALL 3 of these have to be 'Permanent and full-time' job offers?
I'm understanding that there are 2 ways to rank at the top of the candidate pool, by receiving a 'qualifying job offer' OR by receiving Provincial Nomination. In my case I sent in my PR application to Alberta AINP on April 22nd, 2014, so I'm hoping to get my nomination before Jan. 2015, but if I don't get nominated, I've been working full time in the oil sands since Feb, this year (NOC code 7271); so I could say I have a 'valid offer of employment' , but not the same thing as a 'Qualifying offer of arranged employment'
6 years ago, I got turned down for Alberta PNP because of this very phrase ' Qualifying offer of arranged employment' (meaning offer has to be both full time and Permanent). When AINP phoned my employer (the largest Canadian construction Firm), PCL Construction had to tell them "no one employed as a tradesman by us has a 'permanent' job".

I really don't think anybody can guess at this stage tbh, until CIC release far more specific details there's not really much point in guessing.
Hopefully we'll find out more info later in the year though, but if you've already applied for PNP then you should have it well before January.
Good luck.
