Analysis:

FSW (including Quebec) - about the same
PNP - big winner
CEC - nailed
Family and Protected - significant reduction

To compare % change in categories - figures adjusted from website version for Category changes between 2009/2010 and Quebec notes in 2010.

Columns:
First - Category
Second - Low target for 2010
Third - High target for 2010
Fourth - % change in low target between 2009 and 2010
Fifth - % change in low target between 2009 and 2010

I wonder why CEC was hit so hard. That was the route I took and it was perfect for me.
