Here's a scenario:
Mr. Joe Schmoe landed in March 2000. Has resided in Canada until present (today).
1. After June 28th 2002(per new law)are they eligible to apply for citizenship?
2. Or do they have to wait until March 2003?
I apologize if this question has been answered.

the new law is an immigration and refugee protection law, it has no bearing on the
laws for citizenship they remain the same. So you need 3 years or what is it around
1095 days? residence in Canada within a 4 year period. So if you started in march
2000 and havnt left Canada for anything more than a few day trips etc you should be
eligable to apply for citizenship some point in march 2003.

The citizenship rules have not changed and they have to wait till Mar 2003 and
accumalate 1095 days of "Proven residency" out of 3 years before they can apply for
citizenship
