But it's well understood that in places like Kuwait, citizens are in a minority compared to long term non-citizen residents, and the latter groups are more inclined to want to migrate to Canada/elsewhere.

I'm only reporting. Most of you who are here long enough already know my point of view....
i think regardless of having an opinion on whether it is morally right or wrong to deny re-entry, one would presume when applying for permanent residency that they knew the 730 day rule, and chose to ignore it.
