Nick, you may have to order it from the linked shop back in the UK if they will ship here. If NOT then get someone back home to order the product for you and they can ship it to you. I looked on Amazon Germany and did not find the product. Maybe someone else will have better luck than I did searching for it.

A Brit living in Hungary mentioned they saw them.in Praktiker but they are not in ours in Miskolc. I bought something not quite the same but what I thought was a solution. Unfortunately it wrapped itself round one of our dogs tail and he panicked. Luckily my wife was nearby so sorted it out.
I looked on Amazon Germany too. They had them a year ago but stupid me didn't order back then!
I think I know who to ask to send to order and send to Hungary. He's one of the guys at top of list to invite here.

My parent's home in Sheffield had one of those but I don't think I have seen one since we left there ..... in 1974!

We had one at our UK house before we moved here. Plenty of shops or stores sold them.
