Yes, from 4th August but as Peter_in_Hungary said only the registered owner can insure a car. No change of ownership documents have been submitted yet.

They have said verbally (signed in HSL) their new car has been insured.

Do you have a contract of sale - signed and dated? Above you said that the buyer wanted to delay the paperwork until a hook up was available - Do you mean a tow bar? If so I don't understand why this would need a delay, other than perhaps a tow bar needs an up date of the log book (and a new MOT) and perhaps they wanted to do this all at once to save a few fts.
I have tried find out the costs to add a tow bar from registration point of view. I can't find anything. I'm at a point I need to know how much they saved because the delays caused us alot of inconvenience. If it's anywhere around just £5 I'm gonna flip!

At the garage I use the new MOT alone would cost 17000HUF. I had mine done at the end of July this year.

That's cheap! I thought the average was about 23,000ft. We also had ours done recently.
