I was told that a similar opportunity will be available in Hungary. When and whether there will be a cost, I don't know.
I asked a policeman that I know if it's possible to check a car's history and he laughed and said to expect all imported cars into Hungary too have been clocked. I asked as I believe my car has been accident damaged and clocked.
I don't know how far back CarFax(dotcom)s records go back but I know they go back at least 20years and they have been around longer than that.

As a German living part time in Hungary I can only underline the remarks already made.
Though you might have a large competition - almost every cheap used car in Germany which no other German wants is sold immediately to foreigners, from Hungary and Poland to Turkey etc. Many dealers are specialised in this.
Happened to me right now:
My Opel Meriva, 12 years old and 250 000 km had a lot of rust, would have cost more than 3 000€ to repair so I gave it to the Opel dealer in exchange for a relatively new car.
When I came back with a question two days later the car had already been sold to some foreign company.
Driving between Germany and Hungary you see dozens of trailers on the Autobahn.
