You do it online or (better) at one of the local official agents - takes a couple of weeks to come through. You need id proof and address proof (a UK address will do - in theory at least).
Info here

(POA???)

My HDFC bank manager recently did an application for a PAN card for me and all I had to supply was a photcopy of passport and visa and a photo.
It came through with no problem.

That makes sense as you have to produce address proof as part of KYC.

Yes. When we lived in crazy Goa our manger at HDFC got our Pan Card for us. No probs took about two weeks and delivered to the house by hand.

I have used it here a couple of times as ID as well.

PAN cards are for those who like to play the pipes on the street for some small change and can be got from your friendly HDFC manager by some shear flute!

word of warning do make sure they get all your details correct, whilst they come quick initially if there is a wee error it is mighty hard to change the details,
