Reuben Sequeira’s letter (Herald,12 May) was right; Goa is becoming a mini-Mumbai! Can I ask Goa this? If all residential construction work in Goa is halted and the foreign residents are asked to leave, who is going to move into the vacant and half built plots? Migrant workers en masse! Does Goa really want this? We have already seen the return of Malaria in Goa being reported, and I dread to think of what may occur if Reuben’s prophecy comes true. Migrants once took over a half-finished development in Colva remember?
Surely, strictly controlled construction for Goa’s development should be allowed and controlled integration with purchasing foreign nationals also should be allowed. After all, they do contribute to the local economy, like it or like it not. They are in the main aged 50+, not the ‘hippies’ that are the cause of most of the drug problems in Goa.
The answer lies with you Goa, root out the real ‘dregs of society’ and embrace at least some change. You cannot want the benefits of the 21st century and still live in the 19th!

Perhaps the worms are beginning to turn - there's an article in today's Herald from Martin & Sue Smith, partly repeated as a letter in NT which also has a more er savage piece by Michelle Savage.

btw does anyone know the Smiths? - I'd be interested to know where their place was.

Shantaram wants ban on land sale to foreigners

PANJIM, MAY 12 –Asserting that there needs to be a Bill to restrict sale of land to foreigners, Goa’s lone Rajya Sabha Member of Parliament Shantaram Naik today said that he on his part has moved a private Member’s Bill in the Parliament for enacting a law on the same.
Interacting with media persons, Naik said that he has already given a notice to introduce a Private Member’s Bill to that effect in the Rajya Sabha and proposes to take up the issue with the Government of India.
“The Bill was slated for introduction on May 2, in the Rajya Sabha but it could not be done as, due to unavoidable reasons, Private Members Business was not taken up on that day,” he said.
“States have to be empowered to restrict foreigners from purchasing land in Goa and today’s regulation do not empower the State to do so and hence the Constitution has to be amended,” he said.
“I am told the State Assembly has passed a legistlation on the amendment to the Registration Act and is only awaiting the Governor’s approval after which rules will be framed to restrict land sale to foreigners,” he said.
Rajya Sabha MP further said that land is becoming a scarce commodity more particularly in small States.
“Land mafias from foreign countries are landing in States like Goa with tons of money buying huge areas, creating social and economic chaos,” he said before continuing “some of the parties are potential enough to buy a whole village in a smaller State like Goa.”
Persons in real estate business in the country, too, are resorting to similar purchases disturbing the social fabric in the State, he told pressmen.
TOURISM: Naik says that Goa needs to bring about purity in tourism, and that, the government should under no circumstances allow Goan soil to be exploited in the name of tourism.
“‘Capture the beauty of Goa in your eyes but do not try to capture our land’ should be the message that Goa should give to land sharks, who come disguising themselves as tourists,” Naik said.
Without naming the Scarlet issue and the accusation made by her mother against the ministers and the police, he said that the tourists cannot be allowed to make any baseless charges against elected persons and “they need to respect our law.”
“They have also to respect the authority of the elected government and, if there be any grievance, the same should be presented with proper respect to the authority and any undignified charges should not be tolerated as no government abroad would do so,” he said.

Hi all

The goan writer has some valid points, although the tone is decidedly emotive.

Somewhat niavely (and too late ) he is attempting to bring about purity
in tourism.

Blame is disproportionaly centered on foreign tourists, but out of state realitors are also castigated.

He quite rightly states that respect (and understanding) is required on both sides.

How many FNs who aspired to property ownership in goa broke the law by not having an intention to stay (FEMA), failed to register their agreements to sale or 5 year leases (1908 reg act) and floated shell cos without having a business or employment visa (immigration)?

There is no need for further legislation to restrict foreigners from owning lumps of goa. The existing practice of effectively closing the register via an apparently unlimited no of govt depts requesting FNs to prove residency (FEMA) is working perfectly well.

In addition, central govt is acting in concert, to restrict the issue /re -issue of long term visas.
