I dont know whether that meeting did take place, but I do know the BHC have taken on board outstanding communications including this one. Given the currently reported change in climate, it might be sensible for this press release to be readdressed with the RBI. Someone might have sharper eyes than mine, but as far as I can see, it was first published by the RBI in July 2010, and the reference to visas did not appear in earlier openly published notifications by the local Gov.
