over the years i have heard of a few rapes in Benaulim area, and the girls dont even report it to the police, whats the point??

Don't be so sure of that Andy. Several decades ago the attitudes that prevailed in the UK police towards rape victims - including reported gang rapes using weapons and violence - left much to be desired.
Basically any woman who reported rape of almost any type was regarded as lying until she 'proved' that she was telling the truth, and was viewed as having caused the rape if she were out late at night, had a sexual history, wore the 'wrong clothes' etc. etc. There were exceptions to this of course, but that very much depended on the attitudes of the officers involved.
Even as recent as 25 years ago, women were treated with suspicion when reporting sexual assaults, and any man who reported rape or sexual assault was treated with disbelief and disdain so male assaults rarely reached reporting.

Today it is completely different in UK policing where specially trained officers undertake the investigation, treatment of the victim is paramount and investigations are thorough and detailed.

India of course are some 50 years behind

3 May: Navhind Times. The Chief Minister, Mr Manohar Parrikar on Wednesday said that the work on clearing plastic waste strewn along the roads in the state would begin from May 20 with the government agencies having begun the process
