Default S1 for German Healthcare membership

At present I'm covered in Austria by NHS based on S1 cover based on my British pension until 31 Dec 2020.
In theory I can apply for voluntary insurance in Austria based on income. Now I was told that a pension from Germany entitles me to healthcare from Germany, and I cannot apply for the voluntary option acc. to EU law. The Germans told me that I'm not entitled despite my pension as I don't live in Germany and because I lived outside the EU when pension payments started.
I handed the matter over to SOLVIT.eu. After 10 weeks I have received no more than a case number. Enquiries about progress should be made to SOLVIT Germany. They don't react at all.
While there is no urgency at present, I would like to get the matter resolved before 31 Dec.
Any ideas how to proceed?

I asked about this a few years ago and I was told that I had to have worked in Germany for at least half of the time between age 19 and pensionable age ro qualify for S1 health cover from Germany. I didn't meet that so no coverage for me.

ETA: I do receive a partial German retirement pension though.

Tks for your reply. I don't meet this target either. Yet they blame non-entitlement to residence rule. They ignore my request to give me their reason for refusal in writing.
