Residence permit for non-eu spouse of EU citizen working in Germany

My mother is Hungarian citizen, who will work in Germany. She wants to take her husband from Ukraine to live in Germany together.

What is the procedure? I have only found that they fall under this law

What is the list of necessary documents and forms that are needed?
