Default HMO Licensee while resident abroad?

Hi there,

I wonder if any of you will have any tips or ideas for me:

I'm resident in Germany and own a house in the UK which I let to three unrelated tennants without the help of a letting agent, organising the contracts, maintenance and repairs myself.

The new Houses in Multiple Occupation (HMO)regulations require such properties to be licensed. While applying for my license I found out that the Licensee must be resident in the UK. Which I'm not. Which makes it hard to comply with the regulations. Does anyone have any ideas about getting around this? I prefer not to use a letting agent because of the expense.
