Can anyone confirm that this is paid by the person owning the property on Jan 1st of that year and no proportion is refundable if the property is sold during the year?

You know I'm no expert, but I think that's right. (I'm missing ET already). When we bought our house, although we made an offer which was accepted in August 2007, the final deal occurred in February 2008. I expected to get charged Td'H that year, but I didn't. We asked at the Mairie and they said we'd get taxed at the end of 2008 for tax year 2009.

Taxe d'habitation is paid by the occupier of the property.
Taxe foncière is paid by the owner of the property.
If you are an owner occupier then you pay both.

The Taxe Foncière which the owner pays can be negotiated with the buyer on a pro rata basis, but it's the owner on 1st January who has to pay it for the year.
