If you read the 5484, (not sure of the number) the UK form makes the same assumption that you will at some point return.
One of my sillier New Year resolutions is to stop counting the number of different interpretations HMRC give for this.
This (last) year they told me it was only if I intended to return this calendar year. I rang them last week of December!

At least they're not ovine, bovine total retards like the Swedish public servants, I wrote and asked for an S1 for myself and my wife as dependent, and duly received 2 copies of E121 which were both filled out in my name only. I ask you! There are shirts in my wardrobe quicker on the uptake.
