My understanding is that TT plates - silver letters/numbers on red background - indicates transit temporaire and is associated with vehicles which have been purchased less TVA and custom duties, normally for re-exportation within one year.

No. It means Transit Temporaire. Companies like Renault & Peugeot and perhaps others have a system by which non-EU residents like myself can "buy" a car tax free with a guaranteed buy back clause, price fixed according to the period you need the vehicle. While you "own" it, it is fully insured fully warranted and fully equipped with the "requirements" listed above. All you pay for extra is the fuel.

It works out progressively cheaper vis-a-vis a rental the longer you keep it (max 12 months). IME the break-even period is between 3 & 4 weeks: we have had one for 2 months every summer since 2007. (And any family member over 25 is insured to drive as well at least with Renault).
