Of course they did, and of course they will continue to do so after Brexit.
But before the EU existed, and post Brexit, the process was not / will not be nearly as simple as it has been while the UK has been part of the EU. It will be back to immigration procedures as opposed to freedom of movement. The ones who want to make the move and are equipped to make a success of it will still do it, but any Brit who finds the current process daunting because they think they should be able to move just like that, with no vetting and no restrictions and no conditions to meet, is unlikely to cope with the hassle of getting a visa.

I read an interesting comment in the Guardian over the weekend, to the effect that it's the UK's aversion to bureaucracy, looking down on it as too petty for grand Brits to bother with rather than seeing it as a necessary way of running a country efficiently and fairly, that's led to the shameful climate where immigrants tend to be all tarred with the same brush. The authorities shied away from doing their job of keeping tabs on society, and now there's no clear way of identifying who is here legally and who is here illegally, and who's to blame? Not the immigrants, it's not their job to run the country is it.

One of the biggest reasons people gave for voting for Brexit was to "take back control of our borders:. FFS did you not realise it would go both ways??????

Take a look at the USA immigration part of this forum, or the Canadian, NZ and Australian one..... and realise that this is what Brits may have to go through.
+1. We've lived in the USA (J-visas), Canada (the then equivalent of TWP followed by PR), Germany (after UK EU entry, no problem), then again in Canada (a new PR process followed by citizenship) and finally the UK and France for retirement (again, no bureaucratic problems).

On balance, Brexit is the stupidest piece of self-inflicted harm ever even contemplated by a nation.
