Can anyone recommend a good small accounting firm in France for basic payroll and small simple company tax compliance? Thanks

You would be better to start a new thread for your question - this thread is about travel restrictions.
Perhaps a nice Mod will move it for you.
I suggest that you say where in France because it is a very big country.

Hi and welcome mto the forum!
You'd do better to start a new Thread, as this subject doesn't concern the Coronavirus...
At the same time you should give more info - for example, whereabouts in France? What business structure?
You'll probably need an Expert-Comptable who, in addition to doing the general accounts, also knows the various Taxes which a company must pay, as well as the social, administrative and legal aspects..

Payroll in France tends to be a different service from accounting/taxation. France has a Tax Code which is your accountant/tax adviser's bible, and it has a Labour Code and a Social Security Code.which are the bibles for your HR/payroll specialists.
For payroll there are dedicated online offers, eg

- they tend to offer fixed rate packages which might work out cheaper than using an accountant who are likely to charge you by the hour, with the advantage that you know upfront what the cost will be so you can budget for it.

Or, if you really mean a "basic payroll" and you're familiar with French employment and social security law, and it literally is just a case of producing the payslips, URSSAF offers a free online service for many sectors, but AFAIK this service doesn't give advice or guidance. Which you will certainly need if you're new to France and/or to business.
