We are beef farmers and also have about 30 hectares of cereal land. I'm not sure exactly what PREM PAC is, we send in a PAC dossier every year which relates to the land we farm. Until recently all farmers have been obliged to have gel de terre, or set-aside, which I think is being or has been phased out as more food needs to be produced globally. I know this because we are putting some of our land back into production. Sorry to be vague but we have a contractor who deals with the cereal side of things, and checks over the paperwork. I suggest you contact your local Chambre d'Agriculture, who do the same job as Defra/RPA only efficiently ;) They will have a website which is useful if of course your French is technical enough, but we have found them extremely helpful.
