IRA Distributions for US Non Resident Alien retiring in France
OK probably not the typical topic, but hoping that I'm not the only UK citizen who moved to the US and wants to retire in Europe. I know that there is a 30% tax withholding by the US on IRA distributions for certain countries.
I've been told that this is not a "withholding" per se but a flat tax rate, i.e that none of it is recoverable by filing a 1040NR. And that this also applies to the withholding on Social Security payments. If there's someone with
a definitive answer on this I'd be erternally grateful !
I'm aware that there is no withholding at all if I move back to certain EU countries (UK, Ireland, Germany, Portugal ...) and this becomes a non problem if I become a US citizen.

I would suggest that you search for a USA expats in France forum because I suspect that nobody on here knows what you are talking about.
There is a Facebook page for USC citizens in France which may be of some help.
